Initial fitting of tailskid

Very advantageous to fit the tail skid mounting rivnuts during construction, rather than retrofit. Some additional rear bottom skin holes had to be created, and a couple of flange holes on rib 801 were found to significantly mismatch the skin (and the tail skid) holes. This error will be almost fully absorbed once these holes are upsized to 6.1mm for the rivnuts
