Discovery of hole misalignment

When clecoing the central part of the elevator, found mismatched holes in empennage, between the 4 holes at the base of each rib 1 and the spar channel (first two photos left and right, same both sides).

The hole error, about 2mm, could not be resolved with any reasonable level of forcing, or without risking other distortions which would later affect skin fit.

I considered elongating the hole, or employing a larger hole and rivet - neither of these options appealed.
