Upsizing wing bottom stringer holes near rib 10

Along the bottom stringers, a mismatch slowly accumulated between its holes and the skins. By about the midpoint between ribs 9 and 10, this mismatch increased to the point (about 0.5mm) where upsizing and recentering to 4mm became necessary. Both LH and RH wings were affected. Shortening the 4mm rivets was contemplated, but this did not lower the rivet tails much at all. In the event the slightly higher tails of the 4mm rivets vs the 3.2mm rivets is not expected to interfere with wiring.
